The assembler generally means that a person assembles the things to produce the output. In the sense technology it refers to the software program which translates the assembly program to machine code for the understanding of the machine.

Assembly programming directly interacts with the processor to reduce the execution time. Hence this programming is fast as compared to the high level programming in yielding the results. Usually the assembly programmer is quite difficult to understand as compared to that of high level programming.
